The article discusses the types of speech activity: ways and possibilities of interrelated development of reading and writing. In the Republic of Kazakhstan, based on the experience of level-level teaching of the Kazakh language in the educational process, scientific and methodological problems of performing tasks in reading and writing are one of the factors of the development of functional literacy of students. In the course of the lesson, the peculiarity of the meanings of the types of communicative actions is revealed and the ethics of communication is formed among students. Coordinating tasks for reading and writing, techniques are revealed that allow to arouse the student's interest in the subject. The principles of the development of reading and writing are determined.
The study analyzes the opinions of domestic and foreign methodologists, researchers in the field of pedagogy, psychology regarding language communication, words, text, reading and writing. The features of the criteria for assessing language knowledge are reflected in the basic normative documents of level by level teaching of the Kazakh language. The structural and content system of level textbooks is described. The methods of formation of communicative competencies as a priority area of language teaching are explained.
